More taxes and fees and stuff like that. Plus cost of living can factor into a car's price. Plus demand (Golf's are extremely popular in Europe).
This isn't always true when you look at German cars in Germany, but it is generally a good rule of thumb that you should discount it by 10-20% (more if you're dealing with Scandinavia, especially Denmark and Norway).
I would guess the corresponding value here would be $25-26K, which seems in line with Golf pricing here -- a GTI VR6 runs you about $22K; adding 4motion, a better engine, and lots of trinkets could easily put you into the $26K range.
In terms of car foir the money, I agree -- VW really is moving their cars very upmarket, and while their cars have good quality and durability, the thought of shelling out $20K+ for a Golf (even if it's decked out) is a bit intimidating.
