The bank shouldn't have the title at all. The owner should have the title (and it will say that there's a lien on it). After the seller of the vehicle pays the lien off, the lienholder will send/fax a "lien release" to the seller (or county clerk if desired). The county clerk stamps the title, stating that the lien is released, then the title can be transferred. Kentucky county clerks will not allow transfer until they have proof of the lien being released.
At least that's the way it is in Kentucky the times that I've sold cars to private parties. I have never heard of a bank having the title to the car.
