Every initial domestic production car design (save the Corvette) goes thru the GM mgmt gauntlet, churned, tossed, pooh-poohed, and either an fugly Aztek(Inzekt)/Avalanche or soulless Malibu/GrandPrix/Regal comes out the aft-end.
Lutz would need more than the design reigns to turn things around. He would need a vertical command of program from concept to production. Good examples are the Viper, Prowler, and original Neon*.
No interference from the Tubes, middle mgmt, or outside the program group.
* There's a rumor that the original Neon had one and only one instance of interfence during development. The initial design had slit headlamps. One of the execs (might have been Lutz himself) commented that big round headlamps would make the car 'friendlier'. It stuck.
