growing up in chicago, but having relatives out east, we frequently drove east via the indiana, ohio and nys t'pkes/thruways. I thought I remembered as a kid in the 70's that ohio used to nail you for speeding based on their t'pke tickets (a punch style ticket w/ time stamp). Exit A to Exit B in less time than they allow and you're nailed. I remember my dad thus always took a lunch/diner break at a rest stop so as to eat up some time. anyway, they eventually banned this or outlawed it or etc.
so, I see no problem with ezpass? its similarly outlawed. if it does change, I can tell you which way ezpass usage will go. especially where I live in jersey, where the average speed on our tpke is like 85 (its so busy and is 12 lanes across up north that troopers can't enforce the limit) and the parkway has toll boths every 10 miles or so. Making auto tix for speeding will go over like a lead brick when people trying to get to/from the shore in the summer get 5 speeding tix in one trip! and as I read the papers in jersey, they need (must have) ezpass in order to lower avg commute times to meet some federal/state criteria or otherwise will be req'd to build more lanes. I'll give you a guess as to which way the t'pke or parkway authorities are gonna go with respect to seeing a drop in ezpass usage due to auto tix vs. building more lanes. (See, living in the most densely populated state in the union does have its advantages!)
