Difficulty with Rim Refinishing

The paint on my Aero rims was so terrible that I decided to refinish them. The paint was scratched with a lot of burnt on brake dust, not to mention a number of gouges from tire changes.
After they were sandblasted, the metal surface was so rough they had to hand sanded. Once this was done, my Dad primed and painted one with the "Saab OEM Wheel Paint" made by Wurst. Well, it came out horribly!
My two questions:
1 - What's the best way to fill the gouges and make the surface smoother?
2 - What paint will give me a close to factory look AND be long lasting?
