Take your Saab to the Exxon (or Mobil?) station on the corner of Zion Drive and route 123 in Fairfax County, there is this eastern european dude who does the inspections and he let me through with a huge crack in the windshield and various other problems. My suggestion is you simply go to another inspection shop, though the drivers seat can be tightened pretty easily- there are only two bolts that hold it in, easily accessible, hex type.
