As one who is from the South and travels frequently to the Northeast and Midwest, I'll take exception to your comment about drivers in southern states. Most of the differences have little to do with driving skill as proper recovery from a skid is almost instinctive. But...
1. Road clearing services are much better "up North". The plows and salt come out almost immediately in most locations, rendering the roads little more that wet.
2. Drivers "up North" are more apt to keep all-season or winter tires on their cars. I have Dunlop SP-8000's on my Miata which are good for 364 days of the year where I live.
3. A true Southerner knows to keep his b-tt home during winter weather. The ones who actually get out in winter muck are either over-confident SUV owners (natural selection will take care of them) or ex-Northeners who moved south and think "...these rednecks don't know anything, but *I* know how to drive on this stuff..." but ignoring the above two points. I would bet that the BMW owner was in the latter category.
My colleagues in Chicago always talk about the first snow of the season there - and it ain't pretty.
