Scheduled replacement of any part on any car is just a risk analysis - how soon is it likely to fail vs how long might it actually live. Volvo didn't have a choice about selling xEVs in California (I'm guessing) and they must provide that warranty by law, so it's very possible they just extended the interval and hoped for the best. Some will probably fail early and will be covered by warranty, but most probably won't and everything will be okay.
You and I both know that timing belts don't all magically fail at some specific mileage... they might last far less (Saab 2.5 V6 comes to mind) or they might last way more (aforementioned 2.slow). In the end, it's always your choice about whether you honor the 105k interval on your Volvo, but you're going to feel really dumb if you skipped a $600 service and went on to win a $2,000 head rebuild. The folks who bought California xEV cars have a warranty to fall back on. You probably don't. My sister racked up nearly double the scheduled mileage on her Prelude. You might luck out too. ;)
From what I can tell, there is no alternate part number for California cars, so it literally just is an extended interval. Certainly gives you hope that you might skate by, yeah?
