Sludged Engine?

I was looking at a car and opened the oil filler cap,
and underneath there's kind of a plate, you can't see
into the valves, but the plate is covered with black,
gritty tar-y stuff. Not something I'd want washed
into the engine at the next oil change. Dipstick looked
clean though.
That's bad right? This is a Toyota 3.0 V6.
