I don't remember what the max psi with the old apc system is but maybe your wastegate actuator is not as strong as it used to be allowing it to open to early. Not sure if i'm remembering this correctly or not but maybe you can get a helper spring or something to that effect and see what that does for you max psi. Timing could be an issue but i would think that would make itself know really quickly especially when you get on the throttle. Can't remember if you said you tried a new AIC valve or not.
