This is not really true. The lower octane simply means that you can extract less power before knocking occurs. It does NOT mean that you use more gas for a given power. In fact, the opposite is true. The higher octane the gas, the less energy per volume that it contains.
The bottom line is that higher octane gas will allow for higher performance, but it will reduce your fuel economy. So if anyone is buying higher octane for the purpose of reducing gas costs, they are achieving the exact opposite: it costs more per volume, and you go less distance.
