A Saab dealer gave me a brand new pulley at a Bay Area Saab event that had that portion broken so I did machine it off bosses and all then ended up using it on Claude's ice race "A" car engine that of course didn't need all that. I wouldn't recommend machining anything off of the back side as what's back there is closer to the center of the mass so you wouldn't be doing much good plus you wouldn't want to weaken it. The slightly lighter pulley (dampener) won't "have any adverse effects on the engine" as you'll still have the rest of the harmonic dampening effect from the larger portion of the part anyway. Machining that extra portion off doesn't hurt the "pulley bond to the rubber isolator" so you're ok there. I'm not sure just how the inner and outer pieces are assembled however if you find one where the rubber looks good go for it. If you shoot me an email I can send you some pictures of Claude's motor.
