The ECU doesn't know anything about the knock sensor. The knock sensor only talks to the APC box. If you get knock, the APC box cuts boost. That will not lead to engine "flutter," just boost limiting.

The ECU cannot cut boost. The ECU doesn't know anything about boost - that stuff is limited to the APC box. When the AMM sees too much air, it cuts the injectors and leads to that engine "flutter" sensation.
Assuming when turbocon says "engine flutter" he means what I think he means, it's because he's pushing more than ~16psi and the ECU is cycling the injectors. The resistor mod will fix that.
