It seems unlikely. Fuel efficiency is limited by the physical characteristics of the vehicle more than anything else (total weight, frontal area, drag coefficient, rotational wheel weight, transmission loss, engine efficiency). The only one of those the ECU could potentially control is the engine efficiency, but in reality it's more limited by internal heat loss than anything else. The ECU could be tuned to run more lean, but at the expense of higher emissions and lower performance. I don't know if that would be a significant gain or not.
There seems to be a common misconception of what tuning is, and a conflation of the terms power and efficiency. Performance ECU tuning is about pushing the limits of the car's hardware. This occurs mainly at WOT. In low and non acceleration situations (cruising), fuel economy is not going to be significantly affected (positively or negatively). ECU tuning is just a way of providing more power potential, whereas what you're asking about is reducing the amount of fuel used without actually physically changing on the car.
