Steering Rack Brace "Arm" - Why?

A question about the elegant steering rack brace that we see for sale from a few vendors: Why the brace from the firewall to the fender?
I understand about the rubber mounting bushings... and poly, or the aluminum clamps we see would certainly solve that. But what does the brace to the fender do? The brace is down at the bolt head level, so it has NO leverage on preventing the aluminum clamp from shimmying in operation. It would have to secure to the outermost point of the "u" of the clamp to have the structure to stop the clamp from moving horizontally. It seems like the implication is that the bolt that holds the rack down can move at the firewall. That seems highly unlikely... if the bolt moved at all, we'd see people with non-braced cars having their rack bolts loosen up after 100K miles and people welding to repair the rack mounting point at the firewall. That doesn't happen. I also can't imagine that the brace has enough structure to actually strengthen the relationship of the firewall to the fender. You'd need a much more interesting brace to do that.
Enlighten me... what does the fender brace part do?
