If you let it coast to 125 and floor it again, did the car pull strongly and the then stop at 135? The turbo X is limited to 250 km/h (~155mph) in Europe so 135 mph (~217km/h) should be easy. So either it's a specific US limit or the "horses aren't all there"...
Heck, even an old 150 hp 9000 2.0LPT could do about 220 km/h..
