Thoughts on a method of boost increase?

I've got a 2000 9-3 2.0t, the 150bhp model. My question is, would increasing the air volume of the tubing from the turbo control valve to the wastegate actuator (either by adding more tube, or putting a small bulb or similar in the line) help boost to rise faster and enhance low-end, without increasing overall boost pressure?
A bleed valve could cause problems, and an ECU upgrade is too expensive, but my initial thought is that increasing the volume of the actuator air line will a) delay slightly the wastegate opening because more air needs to be pushed through the line to open the actuator, and b) help give more pull in the 2K to 3K rpm range. Also, because no air is lost (as would be the case with a bleed valve), there should be no problems with loss affecting air flow readings, etc.
Anyone got any thoughts? Any and all contributions welcome.
