20k does not sound bad for pads, but premature for rotors... do you drive in the city mostly? Do you brake heavily a lot? Typically, people seem to be able to get two sets of pads to one set of rotors, but there are cases where people get less (see post from John A on the 9-3 board - his 9-3 (base) is having rotors replaced at the first pad replacement).
With regard to the Viggen wheels issue, this is a very common problem. The wheels are fairly soft, combined with 45 series sidewalls and North American road conditions, they are bending like crazy. There is also a problem with the wheel finish flaking off. If SAAB are making you buy two wheels from them, you might want to consider buying a set of four aftermarket wheels from a good quality manufacturer - four aftermarket wheels will likely not cost much more than two SAAB OEM wheels, and will probably be better quality. Based on what I've been seeing, if the roads in your area are posing a problem for Viggen wheels, they will continue to do that as long as you have those wheels on the car.
