The ECU reduces power in the first two gears to reduce wheelspin and wear on the transmission. It does this by decreasing boost pressure. With a MBC, you bypass all ECU control over boost, thus eliminating the power decrease.
You can search here and on the 9-3 board for much information on the benifits/risks of the MBC. Try keywords like Dawes, MBC, or Hallman. You will find that most have no problems using the boost controller. However, sport exhaust and low-restriction drop in air filter are recommended before using such measures.
You may find the most common risk is loss of tire life. When running an MBC in my 9000 Aero, significant wheelspin was present in both first and second gears under hard acceleration. I could not imagine driving this car in winter with the MBC. However, it is so easy to install and uninstall, you ought to try it once just for fun.
