If you have compare an 18" wheel to a 15" wheel of the exact same weight, the 15" would probably yield the better acceleration, all other things being equal. Why? It's all about physics. The 18" places a larger percentage of the wheel's mass futher away from the center. Rotational intertia is dictated by both the mass and the distance of that mass from the center of rotation. So, a ring of 18" diameter will have a higher rotational inertia than a 15" diameter ring of the same mass since that mass is distributed further from the center. The higher the rotational inertia, the harder it is to get the wheel moving (and the harder it is to stop it from moving). The actual effect of this is small, but would be noticable with precise measurements.
