The simplest MBC (like the Dawes unit) is just a ball and spring valve. This valve keeps the wastegate actuator from seeing any pressure until the input pressure reaches a set point (where you set the knob). At this point, the ball unseats and releases pressure to the wastegate actuator. The wastegate opens a bit and the pressure is held at the set point. This way, the boost spools up as fast as possible then holds where you want it.
Not sure what you mean by screwing the wastegate. If you mean welding it shut, that's not a good idea. Your turbo will spin up uncontrollably and way past max revs, probably destroying the compressor bearings and vital engine parts. The Saab turbocharger is far too small and light to operate without a wastegate.
If you mean adjusting the wastegate itself, that doesn't work either. You can adjust the wastegate to give higher base boost, but this gain results in lower max boost. Again, undesirable, but not deadly.
