3" Cat-back Exhaust -- Effects on low-end power??

I was talking with one of my indy mechanics recently about exhaust systems and he tried to talk me out of anything but removing the resonator and replacing the muffler. He said that I should definately not replace the downpipe, catalyst, or try to go with anything larger than stock diameter. Why, I asked? He told me that you'd lose too much power in the low-end while gaining some up top. What he described sounded like increased turbo lag, although not in so many words. He's speaking from experience...he owns a 9K track car with a high-flow exhaust system and is into performance driving.
All this seems counter to what I know and have heard on this board. I know that high-flow exhausts are no good for low-end torque on NA cars, but I always thought that with a turbo, the largest exhaust you can get (within reason) will do good. Plus, I always read posts here and on the 9k board praising the effects of the JT downpipe and high-flow cat. It seems like everybody's got high-flow exhausts.
Is there any truth to his warning, or is this just BS? I'm not in any position to do the whole new exhaust system anyway, but will someday when I have the cash to throw at it. Have to do suspension work first anyway. Just like to stay informed.
