First of all, you have understood the importance of the downpipe... Congrats! That's a big step forward!
You really want to consider upgrading your cat to a more free-flowing one. The rest of the exhaust really isn't as important. EGT (Exhaust Gas Temperature) will have decreased substantially by the time it has passed the cat, so it will easily be accomodated in the standard exhaust. I know a few who run that setup up to 280+ hp, so you'll be fine. But the cat really is a big bottleneck...
Second, you can gladly skip 1) bigger FPR and 2) adjusting the wastegate rod. We're dealing with a Trionic car here, and those two measures will do nothing but confuse the software. Trionic will control fuel, and stock FPR and injectors are fine for a long way more than what your turbo will be able to deliver. I have a 97 9K Aero w/ 3" and reprogrammed ECU (appr. 260-270 hp), and I'm quite fine without a bigger FPR. Adjusting the wastegate rod will only change your base boost, and will in no way increase your max boost as this is controlled in the S/W.
What you DO want to do is get a reprogrammed ECU. There are no options to succesfully and reliably tuning a Trionic engine. The management system is so sofisticated that you're just fooling yourself if you attempt to fool the T5 software...
There are plenty of options such as: http://www.abbottracing.com, http://www.bsrab.se, http://www.speedparts.o.se, Maptun (don't have their current http://www-address, but search the BB...it's around...), http://www.chipcenter.cc, http://www.hirsch-performance.ch... Just to mention a few. I know some of the US companies also sell upgraded ECU's.
This will put you in the 230-240, perhaps even close to 250 range. You'll be more than happy with this combo. JJ on the board has a 9K Aero Auto w/ Abbott conversion, and it runs like a bat out of Hades from what I hear...
