It won't risk endagering the turbo to achieve specified torque. If it's working too hard in really hot weather, the ecu will reduce pressure.
The biggest difference is turbo lag, really. The T7 can't do much to compensate for it. At 20F, the turbo will spool really fast compared to 100F. The car will (almost) always achieve max torque for a given throttle position, but it'll achieve it quicker at lower temperatures. Not a huge difference, but noticable in 0-60's I'd imagine.
