California and 91 octane??

I have notice that all gas stations in CA are only selling 91 octane as the premium fuel. I heard that it is related to further emission control efforts.
is this an effort to get computer controlled engines to run less ignition advance, and thus lower HC emissions?
Sucks for turbo cars trying to push the limit of boost on stock gas?
