There are a number of us that seem to be having this problem. No consistent solution has been found. However, there are some simple things to check that will ensure that you're not chasing the same ghost as we are:
Vacuum Lines -- a vacuum leak in the boost control system would cause this. Check for split, cracked, or loose hoses. The lines you're concerned about are attached to the turbo itself and to the wastegate actuator (small metal cylinder close to the turbo). They both run into the BPC solenoid, mounted above the radiator.
BPC solenoid -- this controls the boost pressure. It's possible that it's clogged or faulty. Some people have found that they can clean out their valve using WD40 (I think, but I'd double check that to be sure). This isn't something you want to replace unless you need it; it costs over $200.
If your problem isn't related to either of these, you'll have to look at more complicated solutions. A mis-adjusted wastegate could be the culprit, as mentioned before.
