I've taken the front bumper and spoiler assembly off a couple of times. Quite easy really. The '97 Talladega I own has the spoiler you mention. When the fog lights blew I removed to replace the bulbs before I heard of the access through the top (which is still rather difficult in my opinion, so I still take the bumper off anyway).

process is as follows:
1. Remove front grill -- two clips near the top of the headlights and lift straight up.
2. Remove side marker lights -- torx screws on the headlights hold the side marker lights.
3. Remove the headlights -- two or three torx screws (don't have the manual right in front of me, but easy enough to do).
4. Extend the headlight wipers much as you would do to replace the blades or clean the headlight lenses.
5. Reach behind and under the front bumper to unclip the temperature sensor.
6. Reach behind and over the front bumper to unclip the headlight washer hose.
7. In each wheel well is a single torx screw attaching the wheel well liner to the bumper, remove them.
8. Two large bolts hold the bumper to the main frame rails. Remove.
9. Pull the bumper straight forward, the side clips for the bumper will simply slide out of their channels, and the bumper is off.

10. The Talladega spoiler is simply clipped onto the bottom of the bumper (now that I think of it, you may get by without even removeing the bumper from the car...)

11. Re-attachment is simply the reversal of above.
