That's a tough one. I have lots of thoughts about this.
I don't know anything about how any of the mitsu's behave, except what I've heard about the ones that were stock on some SPG's. If what you have is one of these, you should be seeing boost plenty early. I'm sure the mitsu's can be had in various configurations that would cause boost to come in later than you were expecting. First I'd want to know exactly what turbo you have and the charateristics of it, if it was what you were expecting, then investigate the cams.
Are the cams from SD, if so they should be able to tell how the engine should behave with the cams. Hopefully someone with SD cams will post how theirs behaves.
I don't have any experience with hipo cams on a turbo engine, so I really have no idea of how turbo spoolup would be effected. I have done many simulations with different cams on a turbo engine, unfortunately the software doesn't model turbos well. You can make a turbo do what you want it too, but there is no way to tell if the engine can actually spin the turbine to create the boost curve that was inputed to the software.
My sims, if correct, do show a significant decrease in torque from 2-4000rpm. I do suspect the cams, particularly the intake cam does have much to do with your lack of low rpm torque.
