at the time I was a tech at a saab/chevy dealer and none of the chevy guys wanted to touch a stinking vega....the car was towed in with no start.... had fouled plugs and clogged cat....put in new plugs, gutted the cat and it still ran rich....efi was very similar to early saab 99. turns out the air temp sensor was shorted to full cold....parts were n/a from chevy,so I used a temp sensor from a 73 99 that was a total rust heap junker. then the car ran great! but my friend with a nice 78 ems was able to outrun the vega, mostly because the 99 had such great torque. the cosworth engine was a 2 liter, the regular vega was a 2.3. the cossie had a really cool steel crank to shorten the stroke.
