Your best bet would be to do some research in your local area. Take the head, intake and exhaust manifolds with you. Go around to the local machine shops that specialize in performance work. What you want is someone that has worked with aluminum heads, preferably dual overhead cam 4 valve heads. I doubt that you will find a local SAAB specialist that ports heads, but there are many places that will powder coat stuff in most any color you want for a reasonable price.
It is my belief that 2.0 heads can flow as well or better than 2.1/2.3 heads, but it requires real port work, not just port matching. Valve guide removal is the only way the areas that really need to be worked on can be properly done.
I was able to find a guy in a local shop, that seemed to know his stuff. He did the port work at home and it took about 3 months for me to get it back and I have no real idea of exacly how much time he spent, but it obvious that he spent some time on it. I have several heads and he was able to show me exactly what he did and explain why. This is an '85 head and it will probably go on my N/A project engine. I can't say if it's as good as SD's or Lesco's heads, probably not, but I'd bet that it's close.
Total cost was about $350, no parts other than seals were needed. $85 for the vlave job including back cut on the valves, the rest was for the port work. He did head disassembly, including guide removal and reassembly.
If you can find someone local that you feel comfortable with, go for it.
