which came with a harder wastegate making spoolup (and wheelspin) very fast.
You should double check the max boost also.
My thought is that Chipcenter may raise the boost gradually to take it easy on the tranny and to stop wheelspin -which is good in my opinion. However this does not give you the 'turbo rush' or surge of quick boost buildup (such as an MBC or Abbott wastegate) but rather a gradual increase in acceleration maintained throughout the rev band.
If your boost is over 0.8-0.9 bar my guess all is working properly.
Try driving a well known a stretch of road you had been into flat out before, to see the difference. Or try comparing with another car.
