If you get a larger down pipe, and use the stock cat converter, you will create pressure losses.
The pressure loss in the cat converter is self may go up because of the problem that you create at its entrance flange.
At the entrance flange, you will be causing the flow to accelerate, then expand into the cat converters upstream transition section. This problem at the upstream flange will be like a sharp edged orifice plate. Not something that you want. It would likely make matters worse.
In the USA, it is not legal to replace a cat converter less than 100000 miles old, unless defective. And it is not legal to change it's physical location under any circumstances.
