My understanding is that if you are REPLACING the Trionic ECU in a 9^3 or 9^5 with a different box, you need a Tech II. If you simply remove the ECU, send it off for reprograming, and are reinstalling the same box, you don't need a Tech II. I'm at least 95% certain about this. It was an issue when I was toying with upgrading my wife's 9^5 wagon, talking to Ed Abbott about bringing over an upgraded ECU at the last convention. this would have meant an ECU change, and required a Tech II.
Best bet is to check with the tuner you choose to work with. They done this before. They'll know for sure.
