The wastegate rod length setting determines base boost. It's usually 5-7 psi. The apc sets the max boost electronically by diverting control air from the wastegate via the solenoid valve. SO by unplugging the solenoid you keep the apc from interfering with the air going to the wastegate and you get whatever boost the rod length is set for.
