question for those with dawes device

I went to the site to order the dawes device for our 92 9000. THen, after reading the description, I'm not sure how it can raise the boost. From the description it sounds like only a pressure relief valve. If you set it at 15 psi it would open and allow 15 psi to reach the wastegate. That sounds great until you consider the wastegate goes to base boost (7psi) at much less than 15psi. Hold on a minute.. If boost goes below 15psi the dawes valve closes, right? Then you would have pressure trapped in the wastegate line holding it open?? THere must be more to the design than they're describing. It must have a small internal bleeder hole. Someone please tell me if it works.
