you have 25% drivetrain losses according to your numbers (311 vs 249 wheel).
I had my 9-3 dynoed at 284 flywheel with 15% losses i.e. 247 wheel. Don't know if this is due to inaccuracy in loss measurement.
ALso, be careful with the MBC. You have to take leaning out and exhaust temps into account! It seems almost irresponsible hooking up a boost control device to a setup already tuned close to its capabilities.. the boost you are running at the redline is obscene with that small turbo! My boost is 1.2 bar or 18psi at 5500 rpms with T25/28 turbo.
