I have a '99 9-3 which is identical engine-wise. The injectors are good for just about 280hp although with low torque for this power level.
If you run stock boost pressure and with no other mods my guess is that the injectors will be well within their limits. The larger turbo will produce more power due to its greater efficiency, but don't expect anything close to 280 with the 0.8-0.9 bar stock boost pressure.
Just for reference I can tell you that with T28 compressor only, 3" exhaust and 1.2 bar (17.5psi) at the redline the stock injectors are OK.
To be honest, unless your turbo has failed, in which case rebuilding to T28 spec is a smart move (as the cost is about the same), you only need an upgraded turbo if you plan to achieve over the 250hp or so capability of the stock T25. 250 is easy with ECU, Viggen I/C and exhaust.
Also, if you do decide to upgrade its worthwhile to upgrade both ends of the turbo, not just the compressor.
