I have recently had this problem myself.In my 86 900T I had tested everything listed in the Bentley Saab manual and it all tested fine. If you have gone this far, there is one thing that the manual does not include in the APC testing. There is a vacuum switch on the left fender well. the vacuum line comes from the pump at the front of the same area, the switch itself has a red cap on it (there's also a blue one). This switch can go bad and I here this is fairly common. Most of the time the switch should allow current through, when the cruise control is on, it cuts power to the solenoid valve to allow only basic boost pressure. The problem with testing it is that it may allow voltage through (therfore test ok with a meter) but not allow enough current through to open the solenoid valve. To find out if it is the switch that's bad, unplug it and jump the plug (Ign. power off!), then turn your key to run, you should here the solenoid valve click on, at this point you could test drive it too. You should replace it if it's bad,but it is possible to run the car without the switch. It is there to protect the car from running at high boost levels (high exhaust temps.) for extended times that the cruise might be on, which can cause lots of damage. Don't try to use the switch that looks the same but has a blue cap, it works the opposite way, off then on instead of on then off. GOOD LUCK!
