The coolant flows inside the breather to keep it from freezing. The way they build cars in southern europe (Peugeots and Citroens are notorious for this!) is a common joke: if you drive around in arctic conditions (either it is horribly cold or just a little below freezing but very moist) almost all cars you see on the side of the road with a nasty black puddle under them have a frozen and clogged breather tube. Especially new Citroens suffer from a breather which is located neatly in the front of the engine block, right where the cold air rushes into the engine compartment. The warm gases flowing in the breather will cool down and the moisture freezes on the sides of the pipe. This will go on as long as the car is driven, until the breather is completely frozen up.
And it will cause... ehem... a pressure in the lubrication system which will spray the engine oil out through any exits in the system: usually through the oil dipstick hole. It makes a horrible mess in the engine bay and most folks do not understand what has happened before the low oil pressure light goes on. If you're driving 70 the engine's already history by then.
A friend of mine works at a Citroen repair shop. He said that they have replaced about a dozen engines - under warranty - to brand new Citroens last winter only. All because of frozen breathers.
Trust me, this is why there is coolant flowing inside the breather. Southern folks can disable the system without any drawbacks. In the north, well, I would not recommend it. Note that the "open cone" filter can be prone to freezing as well!
