Yes, this mod if simply one that Jak developed and it is so simple. Over time the wastegate acuator cylinder gets worn out and does not hold boost pressures as well as it did when new. That is a large reason why you will have people shortening up their arms as the turbos age, so allow the WG to hold up some more. There is a point where the spring in the WG begins to compress to the point that it actually limits the entire travel of the WG (not good).
This is simply an external spring hooked around the WG arm, and hooked back on the acuator mount. The spring basically runs right next to the existing arm. This gives the WG the needed force to stay shut, as well as open all the way of needed.
