With an NG900 that is not developing boost, you can disconnect the wastegate actuator hose, and do some careful runs and watch the boost pressure that can be achieved. The fuel cut pressure can be hit, and that is a safety net.
If you have an overpressure fuel cut out on your model, try it out. If you can not get over 18 PSI then, the control system is not at fault. You can then look for turbo hoses that are not clamped tight enough. The bypass valve or a dump valve if you have one can be suspect. Perhaps the wastegate itself. But the softparts are the easiest to check. Throtte body mounts tight? Split hose? Damaged intercooler?
Don't try this with low octane fuel or spark plugs that are not in good shape. Are your injectors clean?
