9^5 question for performance gurus

Okay, here it is:
You have a 2004 9^5 Aero with 5-speed automatic. You have up to $4000 to spend and you don't mind having the car in the shop for a couple of weeks. You have no mechanical skills so you can't do the work yourself. You want your SAAB to do even more of what it already does so well, that is, your objective is to get an even stronger rush of torque at low RPMs, say 1800 to 3000. You don't want to make too many compromises in the drivability or longevity of your car. Is such a program even feasible? What would you do? Thanks in advance for all ideas.
