Seriously, it sounds like you had a jerk administering the test! I just had to have my '87 900T tested, at a (Calif.) "test only" station. It has a few mods--- 24# injectors, rrfpr, aquamist water injection, ic-cooling fan, K&N, AID-distributor, plus a narrow band A/F tapped into the standard O2 sensor, as well as a separate wide band A/F with the sensor in the down pipe. Gauges are dash-mounted, in plain sight. I took off the K&N and put back the standard filter & snorkel, also put a fixed 2.8 fpr on. I made sure the AMM was adjusted correctly (O2 sweeping), and I set the timing back to 16. The technician complemented me on a clean engine compartment, didn't ask any questions or say anything else (I doubt he sees many 900's in a typical day), and the car passed easily. I think each technician has some latitude about what will pass or fail the visual inspection (basically he looks at a picture he has, and decides if it more-or-less matches), and it sounds like you had a jerk...
