You're vascillating idle is probably due to a dirty intake air control valve/solenoid (IAC). It's a small cylindrical device with vacuum hoses and an electrical connector and hangs on the underside of the throttle body. I remove the rubber intake elbow from the mouth of the throttle body to give better access, as it's kind of tight working conditions. Some guys actually remove the whole throttle body, but I've never found that necessary - the throttle body rarely needs cleaning as the flow velocities are much faster, whereas the IAC functions at throttle where vacuum tends to pull in crankcase oils. Anyway, once the IAC is removed clean it with carb' cleaner then rinse it out good with WD-40. I like to physically move the small spring-loaded cylindrical valve with my finger while sloshing plenty of carb' cleaner, making sure that the oil and crud is completely removed from the internals - it would help if your fingers weren't as fat and stubby as mine! Now, for the BPC - there should be ~12 volts at pin 2 and ground. Actually, you only need a test lamp for this, but if it's ok, then do a resistance check on pins 1-2 and pins 2-3. The resistance should be 2-4 ohms. If you don't hear a buzz when the ignition is on, then you have to check the wiring from pin 3 on the solenoid to pin 2 on the Trionic.......hth.
