We didn't see the reading change when connected between the two terminals so the rheostat portion must be open.
The ground for the sending unit must be used in the circuit for the low level warning then? There must be a separate circuit because I see posts that say you can get a standard gauge but without the low level warning.
In an email back from Palo Alto they wanted to know the resistance of the unit. With the circuit open we can't tell. They estimated $80 to $150 for a rebuild.
The tank ended up coming out, there was just to much rust on the sender for my comfort. We rinsed it out several times and tried the trick with some rocks in side to knock any scale loose and there was only very small scale. After we dried the tank an inspection showed the inside to be in good condition, only the vary low end of the baffle holes we showing rust through. I think we will just use phosphoric acid to clean the metal and reinstall.
