Yes Dave...as Bill said, that's the infamous freewheel control lever. It's a stiff wire link that should connect to a plastic (or rarely metal) piece on top of the transmission, held on with a bolt. Push the lever in (towards the firewall) and the car should be in freewheel mode- you lift the gas and you coast. Pull it out and you're in conventional drive. The freewheel was designed for the two-stroke motor- without it, during deceleration there is no fuel/oil mixture (ie lubrication) to the motor and significant wear can result. The freewheel was carried over to the four-stroke 95/96/97 Saabs and even the early 99's.
Since the freewheel mechanism tends to be a weak link in the gearbox, many people disable them. There are various methods to do this. Sometimes people disconnect the control lever and tighten the bolt in the top of the gearbox against the plastic piece so it can't move. The best way is to disassemble the gearbox and put in a special sleeve. The worst way, and I've seen this done, is to weld it solid.
