If the needle is sticky or reads really wrong. If the needle bounces alot, then it is a bad cable.
If you look at how a speedo works, you will see that there is no mechanical connection between the cable and the needle -- the needle moves by magnetic force. If the needle is sticking, then the bearing points for it are too tight.
