I've had several Sonetts with the same problem over the years. Can't see how the moisture gets in, the 96 models had a problem of a leaking wiper spindle and windshield leaks right over the gauge cluster which caused the problem. I'm going to take out my cluster, remove the bulb sockets, put it face down and gently heat the glass to evaporate the moisture. The problem is exaserbated by heating in the cluster from the dash lights and the low fuel light.
