Did you replace the float?
The float is too heavy. There is a specification for its weight if you can find it.
OR the float is hanging up mechanically inside the carb. Most carbs (I haven't been into one of those for a long time so don't know) have a float drop adjustment in addition to the float level adjustment. If the float drops too far it can get stuck down and fuel will not shut off.
OR the float is OK and is being lifted to its correct position as the fuel bowl fills, but the needle valve is not closing correctly. (Did the kit include a new seat?) In that case,
There is garbage in the way or some mechanical misalignment preventing the needle valve from closing correctly.
OR the needle/seat assembly is defective. Yes it happens right out of the box.
If the float and the needle/seat are both installed in either the top or the carb body ("float bowl"), you can set up for visual testing and see what is really happening. If the float mounts to the bowl and the needle/seat to the top you can't. Let's say they both mount to the top. Suspend the top securely with float and valve installed. Plumb fuel inlet to the pump. Press up lightly, repeat lightly, on the float to seat the needle. Run the pump, observe correct pressure. There should be NO leakage.
Similarly if they are both in the body, you can just let the fuel level rise and the float should rise with it and close the needle valve at a fuel level a little below the top of the bowl.
If you try this, switch the pump safely (no open sparks) and have your fire extinguisher (not water) and a helper handy. Be safe. Post back your progress and any questions.
