I recently repainted a '69 Corvette. If the paint on the car is in bad shape (cracked, peeling, etc.) I would advise sanding down to at least the original primer. This will give you the opportunity to look for old repairs that may need to be done over. I found a lot of cracking and old repairs on the Corvette that the owner (my cousin) didn't know about.
Once the bodywork is done apply a primer/surfacer and wet sand. Then look for any sanding scratches or other imperfections and fill with glazing putty. Re apply the primer surfacer and wet sand again.
One of the tricks that Chevrolet used in the manufacture of Corvettes was to apply a few coats of grey primer followed by a few coats of red primer. When you are sanding the grey primer is your guide: when you see grey stop sanding. This will also make it easier to see imperfections that need to be filled with glazing putty.
Once you are happy with the finish of the primer surfacer apply a sealer then the top coats.
